To drive a vehicle while stationed in Germany you should have a valid U.S. drivers license and a valid U.S. Forces certificate of license (USAREUR Drivers License). This means that neither should be expired. If one or the other is expired you may be considered as operating a vehicle without a license. Please read this article for more information.
